Is afriproedu scam?

Saw an advert by wakaka doctor to study in Finland , tuition is £12,500 , but the link led me to Afriproedu and I'm asked to pay service fee of £150 and also pay the tuition to Afriproedu account ..... Do you think it's a scam?
